The best strategy is to recommend a phased approach with many small iterations and build trust by delivering value frequently. This addresses the stakeholder's concern by demonstrating agile's benefits incrementally, allowing them to see positive results and regain confidence. Agreeing to a predictive approach but applying agile concepts internally won't directly address the stakeholder's resistance or build their trust in agile. Assuring them that agile will deliver faster is a promise that might not be met and doesn't address their past negative experience. Documenting and escalating to senior management is an extreme measure that bypasses an opportunity for direct engagement and problem-solving with the stakeholder.
