Placing two NAT gateways in the same AZ would still create a single point of failure for other AZs. Using Auto Scaling groups with Network Load Balancers for NAT instances is an overly complex and less efficient solution compared to managed NAT gateways. Spot Instances are not suitable for critical infrastructure like NAT, as they can be interrupted.
