When a manual EIGRP summary is configured on an interface, the router generates a summary route for that interface. This summary route is then advertised to neighbors connected to that interface. A key function of manual summarization is route suppression: the router will no longer advertise the individual, more-specific routes that are covered by the summary out of that interface. This reduces routing table size and update traffic for downstream neighbors. The router does not remove the summarized route from its local routing table; it still uses the more-specific routes internally for forwarding. Advertising only specifics or both summary and specifics without suppression defeats the purpose of summarization.
