The project management plan is a living document that guides project execution. If the project is behind schedule, the plan needs to be updated to reflect the current reality and new strategies for getting back on track. This update must be approved by relevant stakeholders to ensure alignment and commitment. Immediately negotiating a new project charter is incorrect because the charter defines the project's high-level objectives and scope, which haven't changed. The issue is schedule performance, not the project's fundamental purpose. Submitting a change request to the CCB and rebaselining the schedule might be a result of updating the plan, but the initial step is to update the plan itself to reflect the new approach.
