Developing a training plan for all stakeholders is crucial because new procedures and templates, especially those incorporating both predictive and agile approaches, require understanding and adoption to be effective. Without proper training, stakeholders may not know how to apply the new guidelines, leading to inconsistencies, errors, and resistance. Simply uploading documents for internal access is insufficient as it assumes everyone will proactively find and understand them. Hiring an external consultant to monitor execution is premature; effective monitoring requires prior understanding of the new processes. Meeting with department managers is a good step for communication and support, but it doesn't replace the need for comprehensive training for all affected individuals.
