Deploying Regional clusters is the best approach to minimize user disruption from future zone failures. Regional clusters distribute control plane replicas and nodes across multiple zones within a region. If one zone experiences an outage, the cluster's control plane remains available in other zones, and workloads can continue to run on nodes in healthy zones. Zonal clusters place all control plane components and nodes within a single zone, making them vulnerable to single-zone failures. Multi-Zone clusters distribute nodes across multiple zones but still have a single-zone control plane, which can fail. GKE on-premises clusters run in your own data center, which doesn't address Google Cloud zone failures.
