Analyzing the impact of the change request is the correct first step. Before any decision can be made, the project manager needs to understand how the proposed change will affect the project's scope, schedule, cost, quality, resources, and risks. This analysis provides the necessary information to make an informed decision and to present to the change control board (CCB) if the change is deemed viable. Requesting formal approval from the CCB is premature without a prior impact analysis. Discussing the request is part of the analysis but not the complete first step. Rejecting the request immediately is inappropriate without understanding its potential value or impact.
