Design a highly available Azure SQL database that meets these requirements: failover between replicas must occur without data loss; the database must remain available if a zone fails; and costs must be minimized. Which deployment option should you choose?

Azure SQL Database Serverless, when configured with zone-redundant availability, meets all requirements. It offers automatic failover with no data loss and ensures availability during a zone outage. The serverless compute tier automatically scales and pauses during periods of inactivity, minimizing costs by only charging for compute used. Azure SQL Managed Instance General Purpose does not inherently provide zone redundancy for its storage, making it vulnerable to zone failures without additional configuration (like failover groups), which increases complexity and cost. Azure SQL Database Basic is not zone-redundant and has a limited SLA, failing the high availability requirement. Azure SQL Database Business Critical offers zone redundancy and high availability but is significantly more expensive than Serverless, failing the cost minimization requirement.
