Azure SQL Database Premium, configured with Zone-redundant availability, meets all requirements. It offers a Recovery Point Objective (RPO) of zero, ensuring lossless failovers. Zone redundancy distributes replicas across multiple availability zones, maintaining availability during a zone outage. While not the absolute cheapest tier, Premium is generally more cost-effective than Hyperscale for many workloads while still providing high availability and performance. Azure SQL Database Hyperscale offers high scalability but its architecture for high availability is different and might incur higher costs than Premium for this specific scenario. Azure SQL Database Basic does not support zone redundancy or an RPO of zero. Azure SQL Database Serverless is designed for intermittent workloads and does not guarantee the same level of continuous availability or RPO as Premium for critical applications.
