Azure SQL Database Premium tier offers zone-redundant high availability, ensuring no data loss during failover and continued availability during a zone outage. This is achieved through synchronous replication of data across multiple availability zones. Hyperscale offers high availability but its architecture for data redundancy is different and might not be the most cost-effective for this specific scenario when compared to Premium's zone redundancy for smaller to medium databases. Basic and Standard tiers do not provide zone redundancy, meaning they would not remain available during a zone outage and could experience data loss during failovers in such an event.
