Frame flooding occurs when a switch does not have a MAC address entry for a destination MAC address in its MAC address table, or when it receives a broadcast or multicast frame. In such cases, the switch forwards the frame out of all ports belonging to the same VLAN as the incoming frame, except for the port on which the frame was originally received. This prevents a loop back to the source. Frames are not sent to ports in other VLANs because VLANs create separate broadcast domains. Frames are not sent only to matching MAC address entries; that's unicast forwarding. Sending to every port in the same VLAN (including the originating port) would create a loop.
