In default HSRP operation, which value is used to elect the active router?

In default HSRP (Hot Standby Router Protocol) operation, the router with the highest HSRP priority becomes the Active router. If priorities are equal (which is the default of 100 for all routers), the router with the highest IP address for the HSRP group interface will be elected as the Active router. Therefore, the Router IP address is used as a tie-breaker. Router loopback addresses are not directly used for HSRP active router election. Router tracking numbers are used to adjust priority based on interface or object status, but not for the initial election itself.
