Google Analytics processes filters sequentially, in the order they are listed in the view settings. This means that the output of one filter becomes the input for the next. If a filter excludes data, that data is permanently removed and cannot be recovered by subsequent filters. For example, if you have a filter to include only traffic from "Country A" and a later filter to exclude traffic from "City B" within "Country A," the data will be processed correctly. However, if the order is reversed and "City B" is excluded first, then "Country A" is included, the "City B" data will still be excluded from the "Country A" data set. The order of last edit or alphabetical order does not influence processing.
