Internal procedures are impeding the project team's progress and autonomy. What should the project manager do first to address this?

The project manager's primary role is to facilitate the team's work and remove impediments. Internal procedures acting as barriers directly hinder progress and autonomy, so the most immediate and impactful action is to address these barriers directly and empower the team to overcome them. Discussing it at a sprint review might raise awareness but doesn't resolve the issue. Training the team on problematic procedures might help them navigate them, but it doesn't solve the underlying problem of the procedures themselves being impediments. Asking the organization to improve procedures is a longer-term, more bureaucratic process that won't provide immediate relief to the team.
