The project manager's primary responsibility is to act in the best interest of the project. A sudden, significant change like switching from cloud-based high-speed internet to a dial-up system will likely have substantial impacts on project scope, schedule, cost, quality, and risk, especially given the virtual nature of the team. Therefore, the project manager must first assess these impacts thoroughly. This assessment will provide objective data to communicate to management, allowing for an informed decision. Agreeing without assessment is irresponsible. Replacing virtual team members is not a direct solution to the connectivity issue and might introduce new problems. Asking for a different project manager avoids the responsibility of managing the current situation.
