When Partner B selects "Exclude" for overlapping content, it means Partner B is relinquishing their claim on that specific portion of the content. Consequently, any user videos that match only this excluded segment will then be claimed by Partner A, assuming Partner A still has an active claim on that same content. They are not claimed by both because Partner B has excluded their claim. They are not unclaimed because Partner A still maintains a claim. They do not go to Partner B because Partner B explicitly excluded their claim.
