What configuration is required so an HSRP router's local interface becomes active if all other group members fail?

HSRP (Hot Standby Router Protocol) by default makes the router with the highest IP address in the group the active router if no other configuration is present. If all other group members fail, the remaining router with the highest IP address will automatically become the active router without any special configuration. "standby 1 track ethernet" is used to decrement priority if an interface goes down, influencing active router election. "standby 1 preempt" allows a higher-priority router to take over as active immediately, but isn't needed if all others fail. "standby 1 priority 250" sets a specific priority, which is relevant for election but not for the scenario where all other members are already down.
