What controls whether or not a community makes it on to our Ads Allowlist?

The Community Rating System is Reddit's internal mechanism for evaluating communities based on various factors, including content, moderation, and adherence to platform policies. This system determines which communities are deemed suitable for advertising and are thus included on the Ads Allowlist. While client requests can influence targeting, they don't directly control whether a community is allowlisted. Upvotes and downvotes are user engagement metrics and do not dictate a community's eligibility for advertising. "All of the above" is incorrect because only the Community Rating System directly controls allowlisting.
