What might make an account be eligible for access to Content Manager?

Content Manager is designed for organizations that own and manage a substantial amount of copyrighted material, often across multiple YouTube channels. This includes record labels, film studios, and large media companies. They use Content Manager to claim and monetize their content, manage rights, and track usage. Simply joining a multi-channel network (MCN) does not automatically grant Content Manager access; the MCN itself would have Content Manager access to manage its creators' content. While YouTube partners can monetize their content, Content Manager is a separate tool for large-scale content ownership and rights management, not just individual channel revenue management.
