What should a developer use to ensure only authorized identities can deploy Azure resources?

Role-Based Access Control (RBAC) is the correct choice because it allows you to manage who has access to Azure resources, what they can do with those resources, and what areas they can access. By assigning specific roles (like Contributor or Owner) to users, groups, or service principals at different scopes (management group, subscription, resource group, or resource), you can precisely control deployment permissions. Azure DevOps is a suite of development tools, including CI/CD pipelines, but it doesn't directly manage resource deployment authorization within Azure itself. Azure Monitor is used for collecting, analyzing, and acting on telemetry from your Azure and on-premises environments, not for access control.
