What should you do first to allow User2 to implement Privileged Identity Management (PIM)?

To implement Privileged Identity Management (PIM), User2 needs the necessary permissions to configure and manage PIM settings. The Global administrator role is the only built-in Azure AD role that grants the comprehensive permissions required to manage all aspects of PIM, including role assignments, settings, and activation policies. Configuring authentication methods or enabling MFA for User2 are important security practices, but they do not grant the administrative permissions needed to implement PIM itself.
