The InstanceLimitExceeded error indicates that you have reached the maximum number of EC2 instances allowed in your AWS account for that specific instance type or region. To resolve this, you must request a quota increase through AWS Service Quotas. This is the direct and appropriate solution for exceeding service limits. Adding an additional CIDR block to the VPC would address IP address exhaustion, not instance count limits. Launching instances in a different Availability Zone or another VPC would not bypass an account-level or region-level instance limit; the same quota would still apply.
