Which Azure construct should a lead architect use to group related resources for deployment, billing, and management?

Resource Groups are logical containers for Azure resources. They allow you to organize related resources (like virtual machines, storage accounts, and virtual networks) for easier deployment, management, and billing. All resources within a resource group share the same lifecycle and are managed together. Management Groups are used to organize subscriptions into containers for governance and compliance at scale. They are higher in the hierarchy than subscriptions. Azure Tenants represent an organization's dedicated instance of Azure Active Directory, providing identity and access management. Subscriptions are billing units that contain resource groups and resources, defining the scope for billing and access control. While all these constructs group things, only Resource Groups are specifically designed to group resources for deployment, billing, and management.
