Which PoE mode detects powered devices and guarantees power when detected?

Static PoE mode (also known as "always-on" or "pre-standard" PoE) is correct because it continuously supplies power to a port, regardless of whether a powered device (PD) is detected. This mode is often used for devices that don't fully comply with IEEE PoE standards or for critical devices where uninterrupted power is essential. While it doesn't perform the initial detection handshake, it guarantees power delivery once configured. Auto (or "negotiation") and Dynamic PoE are incorrect because they involve a detection and negotiation process before power is supplied, which is not a guarantee of power delivery without a successful negotiation.
