Azure Resource Manager (ARM) templates are JSON files that define the infrastructure and configuration for your Azure solution. They allow you to deploy resources consistently and repeatedly across different environments (development, test, production) by defining the desired state of your infrastructure as code. This ensures uniformity and reduces manual errors. Azure Blueprints define a repeatable set of Azure resources that implement and adhere to an organization's standards, patterns, and requirements, but they use ARM templates as a core component for deployment, rather than being the deployment mechanism themselves. Azure Policy helps enforce organizational standards and assess compliance, but it doesn't provision infrastructure.
