Traffic shaping, by definition, is applied only to outgoing traffic. It buffers and delays packets to smooth out the traffic flow, ensuring that the traffic rate conforms to a desired profile. This process inherently requires control over the transmission of packets, which is only possible as they leave an interface. While traffic policing can be applied to both incoming and outgoing traffic, shaping is exclusively egress. Traffic shaping does support marking or remarking of packets, often in conjunction with other QoS mechanisms. It queues out-of-profile packets, but it doesn't necessarily stop when the buffer is full; rather, it might drop packets if the buffer overflows, depending on the configuration.
