Which tool should a DevOps team use to provision and manage Azure resources as infrastructure-as-code?

Azure Resource Manager (ARM) templates are the native Azure solution for defining and deploying infrastructure as code. They allow you to define the infrastructure and configuration of your Azure resources in a declarative JSON file, which can then be version-controlled and deployed repeatedly and consistently. This makes them ideal for DevOps practices. Azure Advisor provides recommendations for optimizing Azure resources, not for provisioning them.
