Internal load balancers (ILBs) require IP addresses from the subnet because they provide private IP addresses for load balancing within a virtual network. These IP addresses are used by the backend instances to communicate with the ILB. Storage accounts and service endpoints do not consume IP addresses from the subnet; service endpoints enable private access to Azure services but don't allocate IPs from the subnet itself.
