Who must sign in to modify the name of an AWS account?

The AWS account root user has full administrative access to all resources in the account and is the only identity that can perform certain sensitive actions, such as changing the account name. IAM users, even those with AdministratorAccess, do not have permissions to modify the account name. AdministratorAccess grants broad permissions for managing AWS resources but does not equate to root user privileges for account-level settings. The AWSConfigureRole policy is not a standard AWS managed policy and would not grant this specific permission.
