Enabling soft delete protects backup items from accidental or malicious deletion by retaining them for a specified period after deletion, fulfilling the second requirement. Switching to LRS would remove geo-redundancy, preventing cross-region restores. Creating a second vault and replicating backups is not necessary with CRR and GRS. Azure Site Recovery is for VM replication, not backup data replication between vaults.
