Why this is the answer
You specify geographic targeting, including countries, within the Campaign settings in Google Ads. This allows you to control where your ads are eligible to show. Account settings apply to your entire Google Ads account and don't offer granular targeting options like country selection. MCC (My Client Center) settings are for managing multiple Google Ads accounts and also don't provide campaign-specific targeting. Ad group settings are for managing ads and keywords within a campaign, but the broader geographic targeting is defined at the campaign level.
