Workspaces act as logical groupings of application groups and desktop application groups, which users then subscribe to. Without this registration, even if users are assigned to the app group and subscribed to a workspace, the apps won't appear in their client feed. Creating a Desktop application group is for publishing full desktops, not individual apps. Enabling Start VM on connect affects VM availability, not app visibility. The "Make this app visible to all users" option is for individual app settings within the application group, but the group itself still needs to be registered to a workspace for any apps within it to appear.
