Smart Detection in Application Insights requires an initial learning period of at least 24 hours to baseline the application's normal performance and error patterns. Enabling the Snapshot Debugger is for collecting debugging snapshots on exceptions, not for Smart Detection notifications. The shared service plan tier does not inherently prevent Smart Detection from working, though performance might be limited.
