Registering the Microsoft.DesktopVirtualization resource provider is necessary for Azure Virtual Desktop deployments, but not specifically for Image Builder itself. Creating an Azure Storage account is often required for storing images or build artifacts, but it's not the first prerequisite for using Image Builder. Creating an Azure Compute Gallery (formerly Shared Image Gallery) is where you might store your custom images after they are built, but Image Builder can also output to a managed image or VHD, and the gallery isn't a prerequisite for using the service.
