Why this is the answer
Azure AD objects have different retention periods for restoration. Deleted users can be restored within 30 days of deletion. Deleted Microsoft 365 groups (formerly unified groups) can also be restored within 30 days. However, security groups and distribution groups (non-Microsoft 365 groups) cannot be restored once deleted; they are permanently removed. Therefore, if Group2 is a Microsoft 365 group and User2 was deleted within the last 30 days, both can be restored. If Group1 is a security or distribution group, it cannot be restored. User1 cannot be restored if more than 30 days have passed since its deletion.
