The n1-standard-96 machine type provides 96 vCPUs and 360 GB of memory, directly meeting the application's requirement for 96 vCPUs in a similar environment. Specifying Intel Skylake as the CPU platform is an optional optimization and doesn't directly address the vCPU requirement. You cannot modify the number of vCPUs on a running Compute Engine instance using gcloud; this requires stopping the instance. Rightsizing Recommendations are for optimizing existing, running instances, not for initial provisioning based on known requirements.
