Zone-redundant storage (ZRS) is the correct choice because it replicates your data synchronously across three Azure availability zones within a single region. This provides excellent resiliency against datacenter-level failures, which is crucial for a cloud witness. If one zone becomes unavailable, the witness can still be accessed from another zone, maintaining quorum for your failover cluster. Locally-redundant storage (LRS) only replicates data within a single datacenter, making it vulnerable to a datacenter outage. Geo-redundant storage (GRS) and Geo-zone-redundant storage (GZRS) replicate data to a secondary region, which is overkill and introduces unnecessary latency for a cloud witness, whose primary role is to provide a quick tie-breaker within the primary region.
