If you had campaign access, you would only see individual campaigns, not the full scope of an agency. If all accounts were within sub-manager accounts and you had sub-manager access, you would see them. Similarly, if all accounts were managed as individual campaigns and you had campaign-only access, you would see those specific campaigns.
