To delete a resource group, all resources within it must either be deleted or have any existing resource locks removed. VNET1 has a resource lock, which prevents its deletion and, consequently, the deletion of the resource group. Vault1 contains data that must be explicitly deleted before the vault itself can be removed. Modifying backup configurations or turning off a VM does not remove the resources themselves or any locks, so these actions would not enable resource group deletion.
