You can create a single template that specifies the desired configuration for resources, and then reuse that template to deploy identical configurations for each business unit. This ensures consistency and repeatability. Azure Policy enforces rules and effects over resources, but doesn't deploy them. Azure Arc extends Azure management to on-premises or other cloud environments, not for repeatable deployments within Azure. A resource group is a logical container for resources, not a deployment mechanism.
